Political parties and their members

Political parties are private legal entities, and as such, they too are registered by the registry department of Tarty County Court.
This page provides an overview of the statistics of the parties currently registered and their members.

To register a new political party, the founders must submit an application to the registrar through the e-Business Register together with the party's program and list of members. A party must have at least 500 members to be registered.
A party member must be a natural person with active legal capacity, at least 18 years of age and an Estonian citizen. Additionally, a member of a party operating in Estonia can be a citizen of the European Union with a permanent residency in Estonia.
A person can only be a member of one party at a time.

The party's board maintains the list of members at the registration department. Changes to the list of members can be made by the board members or persons authorised by the board.
A political party is managed and represented by its board. The board must have at least one member, and only a a natural person with active legal capacity can be a board member.
A board member is elected for a term of up to three years. The articles of association can extend the board member's term up to five years. Board members are entered to the party’s registry card.
To join a political party, one must contact the party directly.
The admission of new members is decided by the party's board or an organ stipulated by the party's articles of association.

To leave a political party, a member can submit an application either through the e-Business Register portal or to the party directly. The registration department will automatically mark the termination of membership if the member joins another party or no longer meets the membership requirements.

If the number of members of a registered party falls below 500 and voluntary dissolution has not been initiated, the registration department may start the compulsory dissolution of the party.
The graphs below show the average and median age of new party members at the time of joining. We have provided statistics for the parties currently registered since 2011, when party boards began maintaining the member lists at the registration department.
