Number of legal entities in the Estonian Business Register

There are hundreds of thousands of legal entities operational in Estonia at any given time. This includes both businesses and non-profit organizations, housing cooperatives, state and local government agencies, as well as many other legal entities with various legal forms.

All legal entities are registered by the registry department of Tartu County Court, under the jurisdiction of the Ministry of Justice. The registry department registers new entities, deletes entities that have ceased operations, and monitors that all Estonian legal entities operate in accordance with the applicable rules in the country.
The business register is managed by the registration department of Tartu District Court, which currently employs 24 assistant judges and an equal number of registry secretaries. The procedures for maintaining the registry are regulated by the Commercial Register Act.

Most applications are submitted to the registrar through the e-Business Register, the development of which is overseen by the Estonian Centre of Registers and Information Systems (RIK). RIK is Estonia's first state IT development centre, established in 1994. The e-Business Register is a web platform that allows not only submitting applications to the registrar but also accessing publicly available data about legal entities.
Starting from October 1st, 2022, data found in the e-Business Register has been accessible to everyone free of charge.
Data on the current page includes legal entities that are in liquidation or bankruptcy but have not yet been deleted from the register. For more detailed information on liquidations and deletions, please refer to the Deletions and reinstatements page.
